qb_log_init - Init the logging system.

SYNOPSIS

#include <qb/qblog.h>

void qb_log_init (
const char * name , /* will be passed into openlog() */
int32_t facility , /* default for all new targets. */
uint8_t priority /* a basic filter with this priority will be added. */
